Note that the first problem isn't in the "Safe As" dialog but in the "Capture
Options->Browse" (aka "Select a Capture file") dialog.

It works fine if you:
1) click Create Folder
2) type the name of the new folder
3) hit Enter (to actually create the folder)
4) Enter a file name

It does not work if you:
1) click Create Folder
2) type the name of the new folder
3) *click on the file name field* (in this case the folder is not created)
4) Enter a file name

This behavior differs from the File->Save As dialog.  In that dialog clicking
away from the folder name you've typed does create the folder (though it does
not cause the dialog to change directory into that folder).

I don't have a strong opinion if this inconsistency is really a bug (so I'll
leave as UNCONFIRMED).
