dissect_pft_fec_detailed() calculates rx_min, based on the formula in the TS
102 821 specification.

When I fixed the fuzz-test crash yesterday, I looked at version 1.3.1 of the
document. Section 7.4.4 contains the formula for rx_min.

It looks like the dissector uses the old (deprecated) formula.

Simple patch attached for the newer, corrected formula. However, I have no clue
about that protocol and would appreciate feedback.
