Both of those field pairs are generated directly from the ASN1 specification at
http://www.3gpp.org/ftp/Specs/html-info/36413.htm

The spec lists them with different capitalization, so we give them different
capitalization.

If the spec is case-insensitive then perhaps the ASN1 generator should be
running all of its fields through to_upper_case first...
