Confirmed on 1.6.8, 1.6.9, 1.8.0 and 1.8.1 on Windows 7 32-bit.  Opening the
task manager will allow me to temporarily access the window until I attempt to
move or resize again during a capture.  Window can be moved normally when
capture is not running.  Packet load makes no difference, window still freezes
at less than 1 packet per second.
