Hi core developers,

With this ticket I want to contribute a new protocol to wireshark. There is a
standard for satellite receiving equipment to output all the received data over
an ethernet interface. This dissector is able to show these packets according
to the ETSI standards.
The dissector is already fuzz tested and I will attach an example capture file
(dvb-s2_bb_example.pcap), too.
By default the dissector is disabled, it can be enabled in the protocol
settings dialogue.
