Ultimately, yes, libpcap/WinPcap should have APIs for controlling 802.11
channels.

And, yes, the low-level stuff for controlling channels belongs in dumpcap, with
the UI being in Wireshark (toolbar), TShark ("-Q" for channel, perhaps?), and
dumpcap (again, "-Q" for channel or something such as that).
