The OID for id-dsa-with-sha1 - 1.2.840.10040.4.3 - was already in rfc2459
section 7.2.2 and is mentioned in PKIX1EXPLICIT93.asn but the string is not
registered yet in any dissector.  The attached patch adds it to pkix1explicit.
