Negate version bits in flags for PEAP, TTLS, FAST. Align ternary operators.

Build Information:
Paste the COMPLETE build information from "Help->About Wireshark", "wireshark
-v", or "tshark -v".

Three flag bits are used to encode the version for PEAP, TTLS and FAST.
We should not consider these to be flags, so negate them for display purposes.
(The version is displayed separately.)

Should have been in the previous patch, sorry!
