When decoding IAX2 packets, wireshark shows random garbage for any unknown IEs
at the end of the header, I assume do to reading passed the end of the allotted
buffer.

I have to admit to not being that familiar with the wireshark code, so this may
be the wrong approach, but the attached patch fixes this issue for me.
