1_0_rel0b (20091008), GnuTLS 2.10.3, Gcrypt 1.4.6, without AirPcap.

The attached patch allows to decode operator-specific QCIs in the range
[0x80-0x7E] as specified in 3GPP 24.301 chapter 9.9.4.3.

Previously only QCI from 0 to 9 were decoded, so the use of an
operator-specific QCI (0x80 for example) was giving an "unknown" output:
            EPS quality of service
                Length: 1
                Quality of Service Class Identifier (QCI): Unknown (128)

With the patch applied, the decoding is:
            EPS quality of service
                Length: 1
                Quality of Service Class Identifier (QCI): Operator-specific
QCI (128)
