An updated partial patch based on Jaap's earlier patch.

This patch is basically the same as Jaap's earlier patch, except updated
against r40324 (and simplified a bit).

With this patch applies, the following works:
    dumpcap.exe -i - < file.pcap

... but this still fails with tshark.  I hadn't tested with dumpcap previously,
only tshark.  So, this patch is part of the solution, but not all of it.  A
change to tshark is still needed.
