decoding of IPv6 Control Protocol embedded in PCO

PortAudio V19-devel (built Nov 12 2011), with AirPcap.
Running on Windows XP Service Pack 3, build 2600, with WinPcap version 4.1.2
(packet.dll version 4.1.0.2001), based on libpcap version 1.0 branch 1_0_rel0b

According to 3GPP 24.008 chapter 10.5.6.3, at least the following protocol
identifiers must be supported: LCP, PAP, CHAP and IPCP. The support of other
protocol identifiers is implementation dependent.
When performing an IPv6 attach procedure in front of the Ericsson network, the
core network inserts an IPv6 Control Protocol field in the Protocol
Configuration Options IE. The attached patch adds the ability to decode it.
