Hi,
1.2.7 is quite old and not maintaned any longer 1.6.2 is the current release.
With trunk it looks like the packet decodes ok

initialDPArgExtension
10.. .... = Class: CONTEXT (2)
..0. .... = P/C: Primitive Encoding
...0 0001 = Tag: 1
Length: 7
forwardingDestinationNumber: 912212340000f3

tag [1] is forwardingDestinationNumber not gmscAddress

InitialDPArgExtension {PARAMETERS-BOUND : bound} ::= SEQUENCE {
    gmscAddress                            [0] ISDN-AddressString              
         OPTIONAL,
    forwardingDestinationNumber            [1] CalledPartyNumber {bound}       
        OPTIONAL,
