The capture file 431-ip_or_tcp.pcap from the menagerie serves as an valid
example of reporting that the payload length is incorrect because there are
many more bytes in the payload than is reported: 23 vs. 1047.

The menagerie contains many other capture files where pppoes is present, and in
all cases I've seen where the payload length field matches the actual number of
bytes present in the payload, the length field is not reported as incorrect.

Most likely, your capture file contains more (or less) data in the payload than
the field indicates, which is the reason for the complaint from Wireshark. 
Wireshark does not count the pppoe header as part of the length as claimed. 

Closing this bug as invalid.  If a capture file is available that would
contradict this, reopen the bug and post the capture file.
