I opened the file A11-AccountingIssue-PCF.pcap attached in the case with
Wireshark and found the ‘Granted QoS’ field in the A11 Reg Request packet from
RNC to PDSN.
I used version 0.99.5. 
I also checked with 1.4.4 and this field was missed in the the same packet.

You can see that not all this field is read.

The major different between 0.99.5 and 1.4.4 is that 1.4.4 assumes there is a
‘Length’ octet after the ‘Application Type information’, while the 0.99.5
doesn’t have it. 

This non-compatibility issue quite critical for the customers who monutoring
live R-P interface.
