Patch for vendor provided private transfer dissectors

This patch replaces the initial one submitted with this bug.  The difference is
I removed the changes that exposed multiple bacapp methods to generic name
space.  This patch adds the new hook into the private transfer method via
vendor-identifier and adds additional summary column information to the
standard private transfer decoding.
