When a capture is opened via drag-and-drop, GTK hands the pathname to
'dnd_data_received' in the form of a URI.  That routine calls
'dnd_open_file_cmd' which calls 'dnd_uri2filename' to convert the URI to a
local pathname.  The latter routine fails to convert the forward slashes to
backslashes if running the WIN32 version which causes any function that depends
on a valid pathname (e.g., display folder of last viewed capture in the Open
dialog) to fail.

After applying the patch, test by dropping a capture onto WS window and then
click Open.  The capture file's folder should be displayed.
