If those attributes are erased when merged, why would you ever want to mark or
ignore *any* packets? What's so special about marking or ignoring all of them?
What if somebody wants, for whatever reason, to mark all but a few packets?
The easiest way to do that would be to mark all packets and then selectively
unmark packets.
