In a recent 3GPP specification 29.212 - Policy and charging control over Gx
reference point (http://ftp.3gpp.org/specs/html-info/29212.htm), one of the
enumerated values has an incorrect assignment.
Previously, 12 was set to 'NO_EVENT_TRIGGER'.
The correct updated value should be 'RAI_CHANGE'.
The value was confirmed in the trunk repository.
