corrected the dissection of reassembled UDP packets.

The reassembled packets start with offset 0, so I decided to rearrange all
while (something happens) loops by do { .... } while (something happens)
instead of a cryptical initialization of the lastoffset which prevents the
dissection of packets with offset = 0.

Fuzz-tests passed
