We don't need two val_to_string routines for this bug, we just need to have the
val_to_string routine for FT_ABSOLUTE_TIME (absolute_val_to_repr() in
epan/ftypes/ftype-time.c) look at its rtype argument and, if it's
FTREPR_DFILTER, leave the time zone out and display the time as local time.
