3GPP Gx "Online" AVP(code=1009) is not decoded because of missing vendor-id
definition. The AVP code 1012 is same condition.
There are some wrong definitions.
There are also some updates.
I've checked "Table 5.3.1: Gx specific Diameter AVPs" and "Table 5a.3.1: Gxx
specific Diameter AVPs" in the 3GPP REL9 TS29.212 v9.1.0(2009-12).
I've made a patch for the main dictionary.
