Created an attachment (id=4339)
 --> (https://bugs.wireshark.org/bugzilla/attachment.cgi?id=4339)
Fix for malformed IEEE 802.15.4 decryption.

I got a little overzealous removing the redundant calls to
tvb_set_reported_length, and wound up causing some more malformed packets by
failing to truncate the FCS field from the end of unencrypted packets.
