There is code there to not display the progress bar if the file is deemed
to be small enough to be loaded in a reasonable time. That code could be
improved if the file size or number of packets was known. I guess this code
could play up under certain circumstanses. When I was fiddling whith this code
I came to realise that having no indication of progress for longer than 1-2
seconds is anoying.

At the bottom of the Wireshark window the loading time as measured in file.c
is displayed.

I don't have much time to look into this further in the next few days at least.
