I have no captures with linkband_ext_comm, sorry.
Documents declares, that "Global Administrator subfield in the Value Field
   SHOULD represent the Autonomous System of the router that attaches
   the Link Bandwidth Community" (or AS_TRANS in case of 4-octet ASN)
and "The bandwidth of the link is expressed as 4 octets in IEEE floating
   point format ... It is carried in the
   Local Administrator subfield of the Value Field."

And document draft-ietf-idr-link-bandwidth-00 specify new value of Type Field -
0x4004.
