This is a patch for a new dissector that decodes Nokia Siemens Networks'
proprietary Flow Layer Internal Protocol (Ethertype 0x8901).
The dissector is implemented as a plug-in dissector.
The dissector has been fuzz tested with two captures files (attached). The
good_flip.cap file represents a capture valid frames of traffic between two
endpoints, whereas bad_flip.cap contains generated faulty frames.
