Small patch containing MEID additions for some messages

Some messages are missing MEID.
The relevant spec. is:
3GPP2 X.S0008-0_v3.0_090130
MAP Support for the Mobile Equipment Identity (MEID)
Section 9 contains a list of messages that may or may not have MEID added in
their respective Invoke/Return Results.
The list is based on previously defined messages that contain ESN.
