When decoding NotificationParameters of type Change_of_BitString, the decoder
will missinterpret the closing tag (0) as a tag for the parameter
referenced-bitstring (context tag 0) because it evaluates only the tag number,
not the type.
The solution from the Change_of_State type looks as it will work here, too.
