Patch updating DTAP Modify message contents

with new_packet_list.

Running on Linux 2.6.25.20-0.5-default, with libpcap version 0.9.8.

Built using gcc 4.3.1 20080507 (prerelease) [gcc-4_3-branch revision 135036].

hi all,

with NP-040186, the IE Immediate modification indicator has been removed from
the DTAP Modify message. With CP-050071 an IE named Network-initiated Service
Upgrade indicator has been added to the Modify message.

DTAP Modify message has been updated according to the above changes.
