Committed revision 29835.
With some changes:
- Don't change the H246v3.asn file
- ValueV1 is an octet string not a restricted string.
  If it is a string in your case you could add code to make sure it's a string
 and then present is at such.
- Used %(DEFAULT_BODY)s in one place
- hf_h248_valueV1 is not used.
Please check that I did not brake anything.
