OK,
you can decode type and length only and the rest will be octet string.

PS: I have found two change requests related to this IE. In older version there
was cleared that it shall be coded as Target-ID and in newer (originator E///)
as Target-RNC-ID

Reason for change:
The RANAP IE that shall be carried as Target RNC identification in the GTP
Target Identification IE is not explicitely mentioned in section 7.7.37. This
allows 2 different contents:
• The RANAP Target-RNC-ID
• The RANAP Target-ID
The RANAP Target-ID is received from the Source RNC and contains the RANAP
Target-RNC-ID, embedded in an ASN.1 CHOICE. It is proposed to re-use the RANAP
format on GTP.
Summary of change:
It is clarified that the GTP Target Identification shall contain the RANAP
Target ID.
Consequences if
not approved: The ambiguous IE definition can lead to different
implementations and thus to interoperability problems.

Reason for change:
This is an essential correction.
Target Identification IE is a mandatory IE in the Forward Relocation Request
message sent during the SRNS Relocation procedure and during the PS handover
procedure. An ambiguous formulation in the IE definition causes confusion about
how to encode the Target Identification IE. A reference to the 25.413
specification is included, but it is not clear from the text which part of the
referenced RANAP IE shall be included in the Target Identification IE.
Summary of change:
An unambigous text is included in the Target Identification IE definition.
Consequences if
not approved: Incompatible implementations and failure of the SRNS Relocation
and PS Handover procedures due to incompatible mandatory IE will result in
severe service degradation.
