Your "Extended Length" logic is flawed. (ext_com8 == (BGP_EXT_COM_QOS_MARK >>
4) does *NOT* match your newly defined mark. Your sample capture only works
because the next byte is 0x00.
Anyway, this is not a generally usable way to handle normal/extended length
attributes.
