Do not go back to tree root when calling dissectors

The attached patch allows to keep the sub tree and avoid going back to the root
tree when decoding a 3GPP message encapsulated in another 3GPP message:
- NAS message in a RRC message
- UE Radio Access Capability Information message in a Inter RAT Handover
Information message
- NAS EPS message in a LTE RRC message
- NAS EPS message in a S1AP message

This new behaviour seems more consistent with what is done for other dissectors
(it's easier to see that the second message is included in the top message)
