I think it wuold be more practical to save the comments in a separate file near
the capture file and load it automatically while loading the capture file.

For example when our capture file name is my_traffic.{cap|pcap|...}, Wireshark
could search for my_traffic.capnotes and load it.

The .capnote format could be similar to PDML to be able to annotate not just
the packet, but any item in the dissected tree.

That way we wouldn't have to change the original capture file which could be
time consuming and we could send just the notes to anyone without sending the
whole capture file or a binary diff.
