fix RTMPT dissector

Build Information:
trunk as of rev 25464
--
The current version:

1) doesn't deal with the chunking system very well
2) fails to default chunk header values correctly
3) fails to remember changes in chunk size
4) crashes later in g_alloc due to using TVBUFF_COMPOSITE

This does somewhat better.
