When decoding UL-MAP CQICH_Alloc_IE, the decoder gived wrong result.
I found the wimax plugin used wrong MACRO in wimax_bits.h.
It uses "pletohs" instead of "pntohs". Because it is already network byte order
in UL-MAP, the pntohs should be used.
This is a commom bug that affects both the UL-MAP or DL-MAP decoder which used
"XBIT" MACRO.
I made a patch and it fixed the bug.
