The oids.c code has been updated slightly so that on Windows the memory leak
will occur only if wireshark is built with a Microsoft Windows compiler other
than vc6 while using the libsmi.dll distributed as part of a Wireshark release.

That is: There is no memory leak for the current case that the Windows
libsmi.dll as included in the Wireshark release is built with vc6 and wireshark
& etc in the release are also built with vc6.
