Presumably the relevant part of the FHS section your link points to is the
"read-only" part, and the other part that is relevant is

saying the editable configuration files belong somewhere under /etc.  Were
Wireshark to be installed in /opt/wireshark, "somewhere" would be
/etc/opt/wireshark.  Presumably if it's to be installed under /usr/local,
"somewhere" would be /usr/local/etc/wireshark.
