I believe this problem has been fixed in current SVN (post the 0.99.7 release).
Rather than not write out the Data field at all, it now takes care not to try
to close that protocol item.

I also fixed another problem where top-level field elements being printed out
are not in agreement with the PDML spec.  For these cases I wrap up the field
elements inside a fake protocol wrapper.

Please check your examples with an up-to-date build.
