I've changed the protocol tree construction as per Francesco Fondelli's first
comment, and the protocol name (and dissector source file name) as per his
second comment.

As for the third comment, the objects that, according to
draft-ietf-pce-pcep-09, can have TLVs are:

    OPEN, RP, NO-PATH, LSPA, NOTIFICATION, PCEP-ERROR, CLOSE

The only object in which the PCEP dissector handles TLVs that's not in that
list is LOAD-BALANCING; I've checked in a change to fix the dissector for that
object not to check for TLVs.
