This problem has been addressed in SVN #21982.

Note:

After accumulating a number of different sniffer capture files (those from the
various bug reports & etc)I'm making what I think is a reasonable guess as to
how to identify the correct ticks-per-second value for this type of capture
file as opposed to other similar looking files.

Thanks to all for their reports and help in submitting capture files and
printouts
