Are you using the latest SVN?  When I do make release-notes.txt in the docbook
directory, it creates the plain-text file correctly.  What version of lynx do
you have (lynx -version)?  If you remove release-notes.txt and try make
release-notes.txt again, does it still leave the HTML tags in there?
