First of all ethereal used to work just fine with winpcap 3.0 installed. I used
the WireShark installer to install wireshark and I told it not to install
winpcap 3.1. 

It completed the installation, but now WireShark can't load the winpcap driver.
Ethereal installed on the same machine works fine.
