ethereal isn't going to help you here if the problem is on the WAN side. I don't totally grasp the meaning of 'traffic bursts' - even less when related to VoIP. If talking about apps like Citrix, you may be trying to convey the idea that Citrix sessions apear to 'hang' (moving mouse doesn't show any mouse pointer movement on the screen) and the suddenly works. VoIP . . . it would be kind of funny to see a burst of VoIP packets - it would sound like a 78rpm disc being played at 90rpm or more :)
what it looks like is that you have some kind of congestion problem on the WAN - either for outgoing or incoming traffic. Have you or your ISP tried to deploy any QoS features on the router? at least on your side? priority queueing or traffic shaping?
if you have a Cisco router, you may want to try something like netflow, to see what kind of traffic is flowing thru the router, pps on each flow, packet size, etc. also a "sh interface" should give you an idea of utilization (check the load counters)

I am contending with an ISP on behalf of a client.

outages but most notably there are "pulses" that seem to
buffer data and then release it in a burst. The two critical
systems the client employs are Citrix and VOIP, needless to
say that even small network stutters cause serious problems.
The issue I am dealing with is this, no matter how much traffic
evidence the ISP is given, showing an issue at a Cisco 3600 series
router they seem to lack the ability to clearly understand or perhaps
accept what is going on or where try and "fix" the issue. It appears
from my dealings with them that it is likely an "executive view"
of their network traffic patterns will help them.
I am seeking preferrably a single piece of graphical software that can
show this router problem
on preferably Linux / OpenBSD.
Any experience with this type of issue is welcome.
