What version of WinPcap are you using, and on what version of Windows are
you running this?

Does that message get displayed regardless of whether you set the buffer
size?

What happens if you run WinDump with a "-B" flag value specifying a buffer
size of 1MB?  Does it say "driver error: not enough memory to allocate the
kernel buffer"?
