It's looking for the library libelf, which appears to only be shared
(.so vs .a.)
Install the elfutils package and the elfutils-libelf will be installed
as a dependency (you might be able to get away with just installing
elfutils-libelf, but elfutils are probably necessary to do anything
useful with it.)
