WinPcap 3.0 doesn't support capturing on NdisWan/PPP devices such as a 56k modem.
 
WinPcap 3.1 beta should have support for capturing on NdiwsWan/PPP devices by using NetMon API.
The feature is experimental. I have not tried it myself since I don't use a modem on my XP PC,
but I have heard others that have got it to work.
 
Did you uninstall WinPcap 3.0 and rebooted before you installed WinPacp 3.1 beta?
It may be good to try it once more ...
 
Then you can try to install windump and see what results you get with "windump -D"
 
If you still don't get it to work check out the winpcap site about how to report the problem to winpcap developers:
 
 
There is another way to capture on WinXP by installing netcap.exe and do the capture with the netcap.exe program.
You should then be able to read the captures with Ethereal.
