Yes, in some cases.

A value of 4 in the IP protocol/next header field (RFC 2003, "IP
Encapsulation within IP").

If by "IP" you also mean IPv6, there's also a value of 41 in the IP
protocol/next header field, which is IPv6 inside IP.
