I found several issues with the decode of an LCF message on ethereal-0.9.15.  The LCF is correctly decoded using ethereal-0.9.11 and the h323 plugin.  I included a decode of the LCF for both ethereal versions, as well as the capture file.

I can provide more information if needed.
