Make sure you have one of the packets using the TCP port you want to force to HTTP selected. When you go to Tools->Decode As, *make sure that you have the "Transport" tab selected*. Select the port(s) you're looking to map from the drop-down box next to TCP, and select HTTP from the protocol list. 

If you're having troubles seeing this, what ARE you seeing?
